This year marks the 75th anniversary of the establishment of diplomatic relations between China and Pakistan, as well as the new phase of high-quality development of the China-Pakistan Economic Corridor (CPEC), known as CPEC 2.0.
On May 13, the IBI Pakistan Digital Economy Headquarters of Guolian Limited was officially inaugurated in Islamabad, Pakistan.
The next day, Pakistani Prime Minister Shehbaz Sharif led a delegation of senior officials, including Minister of Investment Qaiser Ahmed Sheikh, Minister of Commerce Jam Kamal Khan, Minister of Information Technology and Telecommunications Shaza Fatima Khawaja, Minister of Petroleum Ali Pervez Malik, Special Advisor to the Prime Minister on Industry and Production Haroon Akhtar, and Special Advisor to the Prime Minister Tariq Fatemi, to meet with the Guolian delegation led by Founder and CEO Qian Xiaojun and Director and Senior Vice President Liu Zhai at the Prime Minister's Office.

Officials from the Chinese Embassy in Pakistan, heads of Pakistan's federal ministries, and over 360 representatives from more than 200 leading Chinese and Pakistani enterprises attended the inauguration ceremony.
Speakers included: Pakistani Deputy Prime Minister and Foreign Minister Ishaq Dar, Guolian Founder and CEO Qian Xiaojun, Guolian Director and Senior Vice President Liu Zhai, Pakistani Ambassador to China Khalil Hashmi, Minister of Information Technology and Telecommunications Shaza Fatima Khawaja, Special Assistant to the Prime Minister and Minister of State for Industry and Production Haroon Akhtar Khan, and Tech 7 Group CEO Safdar.
The event received extensive coverage from major national media outlets in Pakistan, including PTV, Geo News, Ary News, Dawn News, Express News, and Samaa TV.
Prime Minister Shehbaz Sharif praised the establishment of Guolian's IBI Pakistan Digital Economy Headquarters and fully recognized its practical efforts in deepening bilateral industrial cooperation, promoting the high-quality development of CPEC 2.0, and supporting the operations of the Pakistan-China Cooperation Center (PCCC) and the China-Pakistan Chamber of Commerce (CPCC).
He noted that Guolian's efforts in promoting digital economy cooperation, investment facilitation, and industrial synergy were particularly encouraging.
Deputy Prime Minister and Foreign Minister Ishaq Dar stated in his speech: "The launch of Guolian's IBI Pakistan Digital Economy Headquarters marks a transformative milestone in the all-weather strategic partnership between China and Pakistan."
He pointed out: "Today, we are transitioning from roads to networks, from physical infrastructure to digital architecture. We are building a digital Silk Road starting from Islamabad. This is another milestone in China-Pakistan friendship, reflecting the international community's growing trust in Pakistan as a platform for technology, investment, and digital transformation."
Dar also announced that, at the invitation of Chinese President Xi Jinping, Prime Minister Shehbaz Sharif would make an official visit to China at the end of May.
During the visit, the Prime Minister will attend the Hangzhou B2B meeting co-hosted by the Consulate General of Pakistan in Shanghai and Guolian. The Pakistani Embassy in China will also authorize Guolian to establish the Pakistan-China Cooperation Center (PCCC) and the China-Pakistan Chamber of Commerce (CPCC).

Minister of Information Technology and Telecommunications Shaza Fatima Khawaja stated that the launch is an important milestone in China-Pakistan digital cooperation, reflecting the deepening strategic synergy in the digital economy sector.
The ministry will provide comprehensive policy support for Guolian's operations in Pakistan, promoting bilateral digital cooperation and contributing to the construction of a closer China-Pakistan community of shared destiny.

Special Assistant to the Prime Minister Haroon Akhtar Khan emphasized that Pakistan positions the second phase of CPEC as an "industrial cooperation and growth corridor," focusing on export-oriented manufacturing, modern agriculture, and the digital economy.
He described the headquarters as a demonstration project for bilateral digital cooperation. The government will fully support its operations and expansion, looking forward to the digital platform deepening industrial, supply, and value chain integration between the two countries.
Pakistani Ambassador to China Khalil Hashmi stated that Guolian's stable, healthy, and dynamic development reflects the practical implementation of the all-weather strategic partnership. It serves as a bridge between Chinese and Pakistani enterprises and as a messenger of people-to-people diplomacy.
By deepening digital industry cooperation, regularly connecting government and business resources, and facilitating enterprise matchmaking, Guolian transforms high-level consensus, strategic agreement dividends, and diplomatic achievements into tangible industrial cooperation outcomes.

Guolian Founder and CEO Qian Xiaojun stated: "China's mature industries and supply chains, combined with digital operational capabilities, perfectly align with Pakistan's urgent need for industrial upgrading and digital transformation."
He views Pakistan as the first core hub for Guolian's global expansion and a strategic base for the Belt and Road market.
The new IBI headquarters will leverage its 6+N full-chain service system to provide one-stop end-to-end services: cross-border transactions, smart logistics, digital supply chain construction, cloud and AI empowerment, joint venture promotion, and investment compliance support. It will also host the China-Pakistan Chamber of Commerce exchange platform to jointly build a win-win industrial ecosystem.

Guolian Director and Senior Vice President Liu Zhai systematically introduced the company's investment and operational plans in Pakistan.
She stated that alongside the inauguration ceremony, a Chinese business delegation conducted intensive exchanges in Lahore, Karachi, and Islamabad over six days, signing more than 110 cooperation agreements, many of which are rapidly being converted into actual orders and projects.
In the future, Guolian will focus on: deep processing of agricultural products, motorcycles and three-wheelers, KD assembly lines for new energy vehicles, healthcare, one-stop raw material procurement, and promoting Pakistani finished products to enter the Chinese market. It will replicate China's "cloud factory" model, leveraging global supply chains and cloud warehouses to help Chinese SMEs "go global" while assisting Pakistani SMEs in achieving digital upgrades and enhancing exports. The goal is to set a benchmark for private enterprises under the Belt and Road Initiative, making the unbreakable China-Pakistan friendship shine even brighter through industrial win-win cooperation and digital empowerment.

To break information barriers, geographical restrictions, and inefficiencies in cross-border trade, the organizers held high-level industrial matchmaking events in Islamabad, Lahore, and Karachi, covering sectors such as chemicals, textiles, renewable energy, building materials, electronics, and automobiles. Through targeted B2B matchmaking, Chinese and Pakistani enterprises were able to connect precisely and explore potential cooperation.
Notably, Guolian's cross-border e-commerce IBI General Manager Qadir has long been engaged in China-Pakistan cooperation. He was previously the Commercial Counselor at the Pakistani Embassy in China and joined the forefront of digital industry cooperation after completing his diplomatic tenure.
Qadir stated that the two-way industrial cooperation based on the IBI headquarters will undoubtedly become a barometer of bilateral political, economic, and trade relations.
During this "China-Pakistan Digital Journey," Guolian led over 50 Chinese enterprises in deep cooperation in Lahore, Karachi, and Islamabad. The enthusiastic atmosphere reflected a strong trend: China's high-quality production capacity and digital technology are deeply integrating with Pakistan's local industries, injecting sustained digital and industrial momentum into the all-weather strategic partnership for a new era.
